OS?? Since you mention "Oracle Services" I'll *assume* some flavor of Windows . . . .
First, I wonder why you are copying files manually. The installer should do that for you.
Second, I have run into instances of some files being locked by other
windows services. Go to
http://www.sysinternals.com/ntw2k/freeware/procexp.shtml and get the
Process Explorer utlity. I've used it before for this very problem --
to find what process has a lock on whatever .dll file Oracle is
complaining about. Either stop the service or use task manager to
kill the process, then run the Oracle installer. Do this after you
have read the readme file and release notes.
