It does buy you

- a centralized tnsnames.ora
- b automatic global links between all your databases
- c faster lookup of connect strings
- d delegated administration possible if you are in a large network

You are clearly wrong. NT replication is in itself intrinsically a single point of failure. You would need to have someone check on replication frequentlt.
Oracle Names works is and is not 100 percent dependent on the existence of a database with the network definition.
