I only aim to develop the application on the laptop rather than running the application when it is fully functional. Are there any sites within Oracle that has an exact system specification for it that anyone knows of?

From previous experience with running the Oracle 9i DBMS that included Forms builder and the like, it seemed to run ok with 256MB as long as nothing else was runnning.
