No, you don't need 9iAS with Forms. Oracle requires it if you use Reports, however (or at least that's what our sales rep said).

I think the difference is that without that middle tier, your application is still using the client-server model - not necessarily a bad place to be, but it doesn't scale very well if you're planning on letting anyone with a web browser access your app. That's where the middle tier really shines - you can have zillions of people connecting to the middle tier and it pipes them all into a few connection channels to your database. If you want to let another zillion users access your app, just plug in one or more pieces of hardware running the middle tier. And of course, as you scale up, you'll have to pay the piper - Oracle will be there with their palms up, "requesting" that you upgrade your license.
