Expanding on Sybrand's comment -

The standby feature started in Oracle7.3 as the "standby database" (virtually unknown and very tricky), floundered through 8.0 and was semi-solid in Oracle8i. People started scripting the standby around 8.0 and Dataguard was introduced around 8.1.6 to provide a supported set of scripts. Early 9i (9.0) Dataguard was enhanced with a GUI, was available for download and was able to support both 8.1.7 & 9.0.
