I'll 2nd the recommendation for "Performance Tuning 101" but since it concentrates on a scientific & methodical approach using metrics including those from SQL TRACE, tkprof, & WAIT STATES, it is not a "light read" or filled with Silver Bullets. It requires reading, understanding, experimentation & some real learning; because "it depends".

Local optimizations are just that LOCAL. Performnce depends upon a specific application mix on specific hardware with a specific user base and specific business "rules".
