For the record:
global_names was already true....
it's just that I cannot set the db_domain = '' (empty) cos' it will be default to "us.oracle.com".

so, as wat paul suggested, in order for both db to recognise each other, I had to give them the same db_domain, and thus the same global_names... and it worked!!
