This might be a wild goose chase but I had similar problems - Oracle support gave me a note number (sorry you'll have to ask them - can't remember it offhand) which had common issues with OID.

Included in there was all sorts of drivel about start and stop - along the lines of when your start fails or you stop OID the wrong way, then all subsequent attempts will basically go belly up. Thus there is some special sequence of steps to take to avoid continual errors.

Sorry to be so vague...but then again, so is any error message that comes from OID :-)
