I can't comment on the apparent discrepancy in the sizes that you mentioned, but I have definitely seen this sort of error message before. It occurred when I used Netscape Navigator to do the download. When I used Internet Explorer instead, the download worked just great, and Winzip was able to extract the contents with no problem.
