exhausting temp space

I am trying to simulate a problem that seemingly comes up when the temporary tablespace is completely used up (free space 0).Should this have any impact on users connecting through three tier even if they are not running jobs?

Database specifics
next_extent is 131072.
Oracle version 8.1.7.2.0
OS HP 11.0
Application Peoplesoft

Ideally I am trying to come up with a generic query which should be able to function on any system e.g complex queries on the the data dictionary views.
