I was under the understanding that they (Oracle) have done away with most of the "complexity" in licensing by doing away with power units etc.

I think that now you have only a few choices, named user (plus) or per CPU, these prices differ depending on standard or enterprise edition. I think that the only way you can have a concurrent user license is if you weer "grandfathered" in from an earlier license, but I may be wrong.

I know that the SqlServer grid is fairly complex, but thats another story.

In any event, I think that the vendors are realizing that revenue from database sales alone won't "cut it" anymore and are looking at the licensing now to fill the void, but thats only MHO
