Searched Metalink and found that you have to make sure java_pool_size is large enough (100 MB e.g.) and run
$ORACLE_HOME/portal30/onetime.cmd first. "Recreate portal30 schema after this step. It asks to replace OWA, we said Yes and schema creation was successful"
