Do you have any large temp tablespaces? I have run into issues with sort segment deallocation sucking up all CPU cycles, and on a big sort space it can take hours. We have mitigated it by creating 4meg extents in the temp tablespace...it still brings things to a crawl when the deallocate, it just takes less time.
