Check Oracle recommended settins for these semaphore settins in Oracle Installation Guide. Given that, you may also want to check in your $ORACLE_HOME/dbs directory that you have valid initSID.ora and configSID.ora files or at least valid symbolic links. Not having valid files or sym links pointing to the files will also cause this 3113 error, ran into it the other day.
