To quick to soon I think.
Did you create an OEM repository using OEM Assistent? (Server side) (This is where OEM tries to login to, using the sysman account (and no other user!))
Is the management service running? (Check services) Above steps are nessecary to start OEM succesfully. (It's also preferable to check if the oracle agent service running (Again check services))

If you didn't do the above, check your documentation first for the correct procedure.
