ORACLE 8.1.6 fast refresh materialized views

Does any one have these working successfully in 8.1.6 - we do it with out
problems in 8.1.7 but we are uanble to get the things to fast refresh in 8.1.6
My DBA's say this may be an 8.1.6 issue so I woiuld like to know if this is being done successfully by anyone in 8.1.6
