I've analog problem with Oracle8i on NT. I solve the problem with new personnal installation of OracleOraHome81ManagementServer component. Sometimes, i need to launch OracleOraHome81ManagementServer (in the control panel) before launching Oracle Console Enterprise Manager. Good luck.
