In UNIX environments stopping the instance, going to the UNIX prompt and deleting the tablespaces, log files, and control files does the trick. In the Windows environment one must also use ORADIM to delete Windows services and probably manually, dangerous as it gets, clean out the registry. In mainframe and other environments differences may exist.
