oracle doesn't start

win 2k, oracle report 6.0 in c:\ora60 and oracle 8.1.6 in c:\ora81, jdk 1.3
in c:\jdk1.3



oracle 8.1 does not start unless c:\ora60\JRE11\bin is in the path before
the jdk1.3



any ideas?
