I strongly recommend the concept %ORACLE_BASE%.

In your case, set ORACLE_BASE=C:\Oracle
then the Oracle Report 6.0 home would be C:\Oracle\Ora60 and the ORacle Server 8.1.6 home would be C:\Oracle\Ora81

I guess - implicitly - you're ORACLE_BASE is C:\ which means that your ORACLE_ADMIN folder is C:\Admin.
