I believe you hit upon the answer yourself. This is an application (data integrity) error, not an Oracle error. I believe Oracle only logs errors that indicate a problem with the Oracle Software is not functioning as expected. In this case, Oracle acted as expected. It did not allow you to delete a parent record when a child record existed.
