Oracle Server won't go with Win9x. Here are the few choices:

Oracle 8i personal with Win9x;
Oracle 8i Enterprice Edition (8.1.6 or 8.1.7) with Win2k (professional); Oracle 8 EE (8.0.5 or above) with NT 4.0.

I would go with 8.1.7/Win2k.
