Used it in the past, now on a webserver no need for it (The webserver is on the same server as the database)

If you have a situation where developers start assembling their own tnsnames.ora, two clients is already sufficient, and anything above 10 mandatory.

Depends on version. In Oracle 7 it is somewhat difficult, Oracle 8 just use the Net8 assistant and click away and you are done.

You can always use
names.directory_path=(tnsnames, onames) in your sqlnet.ora and configure your own tnsnames first.

As long as you don't change the service name, you should be safe.
