It does not expire.

You'll get much more than just the RDBMS software with the Tech Track. For the NT platform, you'll get:

                     Oracle8i Personal Edition V8.1.6 (Win98)
                     Oracle WebDB V2.2
                     Oracle8i Lite V4.0.0.2
                     Oracle Application Server V4.0.8.2

Personal Oracle will only allow one user to connect to the database. Oracle Standard & Enterprise Editions let multiple users connect at the same time.
