They must be using two different tnsnames.ora

This proves sqlnet is *not* using the sqlnet.ora you edited and there is another sqlnet.ora floating around or you have your tns_admin variable set to a different sqlnet.ora

Again most likely it is not using the configuration files you expect it to use.
