Please use first the servermanager and check if the database is running
svrmgrl under unix or oracle >= 8.1.5
svrmgr30 for oracle 8.0 or svrmgr23 for oracle 7.3 under windows.
svrmgr> connect internal svrmgr> startup svrmgr> desc all_objects
