"Connected to an idle instance" tells you that you have not started the instance up. Use "startup open" to start the database.

If you later need to shut the database down again, use "shutdown transactional" preferentially... if that hangs, try "shutdown immediate", and if that doesn't work, "shutdown abort" which will require instance recovery when you restart.
