You provide very little information, basically you only say : It doesn't work.
What did you do to try to isolate the problem? If you didn't change anything in the database then this problem should not be caused by the database. Is OAS running on the same system as the database server? What about paging and swapping on the server? It is quite likely a new version consumes more memory and your server was adequate with 2.1 and is inadequate with 4.071.
