OAS 4 is considerably more resource-hungry than previous versions. You'll probably find that OAS is the problem. It does an awful lot of stuff, most of which you probably wouldn't find a use for. If OAS and the database are running on the same machine consider moving one or the other to a different machine to reduce contention for resources. We're also being forced to upgrade as OAS 3.0 is being desupported. However, we're considering not using OAS at all in future because of the resource issues.
