? is a shorthand for ORACLE_HOME
@ for ORACLE_SID
From the rest of your message it looks like your init.ora is not called init<ORACLE_SID>.ora. Hence Oracle will be unable to find it. Just a guess, I don't know any -what is it- Danish, Swedish or Norsk.
