Resouce busy error and indexes

While there are user sessions accessing database, I am trying to build small indexes, only to get following error.

ERROR at line 1:
ORA-00054: resource busy and acquire with NOWAIT specified

I get this error even after I lock the table in exclusive mode, and I do not want to kick the users out or go through database maintenance outage for a couple of small indexes. Is there something that I can do? Thank you in advance.
