Did you copy the oracle password file from the 'Active Server' to
the 'Standby Sever'. It would reside in your $ORACLE_HOME/dbs
directory and may have a name like 'orapw<oracle_sid>'. Or, you could
try creating a new password file for this standby database. Go to
$ORACLE_HOME/dbs directory. Type orapwd file=<filename>
password=<password for sys and internal> entries=<optional>
