The consultant is correct. There is a new product used in conjunction with OEM, called Oracle Trace.
In 7.3.2 this was enabled by default causing an enormous amount of overhead. This is one of the methods to disable is by default. A different solution would have been including the EPC_DISABLE=TRUE in the oracle unix user .profile file.
