Oracle 8i (8.1.5) ORA-12500

We have just installed Oracle 8i on one of our servers and cannot seem to connect from a client PC. We keep getting the ORA-12500 error (The listener was unable to start a dedicated process connecting the user to the database.) I've tried looking at LISTENER.ORA and TNSNAMES.ORA but haven't solved the problem. What are the likely problems with a very basic install? (Oracle 7 was not this much trouble. SQL Svr 7 installed like a charm.)
