Is your listener started? Are your NT services started? If yes then try pinging the server from the client. If you can't ping talk to the syadmin or network admin.
If you can ping then try tnspinging - first by ip, second by alias. If you can't tnsping by ip, you probably have a problem in your tnsnames. on the client or server or both or in the listener.ora on the server or just maybe on the sqlnet.ora on the server.
If you can ping by ip but not by name then you may have a problem in one of the three files above or you may have a problem with name resolution. Talk to the sysadmin or network admin.
