ANother basic question

I want Oracle to be running on a system that is NIS capable and configured. I then want to access the Databases System from a number of other machines on our network. The network is configured properly etc. DO I need Net8 or similar to connect? Matter of fact what are some of the reasons to using NET8? Do I have to install NET8 on all the client machines wiching to talk to the database server macghine? Can I simply telent to the database server and do all the manigement there? If so what tools do I need and how do I interface with the server to run the DDL and DML commands?
