Cannot connect to WebDB

I installed Oracle 8i on NT4 Workstation Servicepack 5-> no problem Created TNS 'WebDB' -> no problem
Installed WebDB -> no problem
I'm able to connect via SQL*plus 'connect webdb/webdb_at_webdb;'

When trying to connect to WebDB via IE5 : 'http://ws00938wte:80/WebDB' and supplying the username 'WebDB' and Password 'WebDB' I got the Errormsg:

'Database Log In Failed
TNS could not resolve service name

Verify that the TNS name in the connectstring entry of the DAD for this URL is valid. '

I checked the Oracle Connect string in
'http://ws00938wte/admin_/Gateway.htm' : it is 'WebDB'

What is going wrong here ?
