I did have the same problem before. However, I am not sure this is the
exact solution could be.
The problem is because the default ORCL instance is up and running even
though you did
"SET ORACLE_SID=net1"
Before you do "SET ORACLE_SID=net1", do "SET INSTANCE NET1". Try.
