Did you create a database? Imp is not capable of doing that. Also, you must create a second rollback segment in the system tablespace, or the imp will not work.
The first set of statements in imp are the create tablespace statements. If you don't have that rollback segment all create tablespace statements will fail, and so will the rest of imp.
