A quick browse of Dejanews, http://www.dejanews.com/, shows that svrmgrm has been EOL'd in favor of Enterprise Manager (EM). Your options are...

	Learn to use the command line (never trust a gui to do a man's job)
 	Install EM for NT (never trust NT to do a man's job)
	Wait for 8.1 aka 8i and the Java-based EM
