Listener not listening

Oracle Workgroup Server 7.3.3.0.0
NT Server 4.0 SP3

The listener will be working fine and users are happily working away then it will decide it is not going to allow new connections to the database. Those already in are ok. This problem has occured a number of time (not regulary) and there is no indication that there is a problem in alrtlogs, trc files or in the NT event viewer.

Has anyone experienced this phenominon? if so did they identify a solution as at prresent the only way I can get it to work is to shut the database down and restart the Server. (shutting the service and restarting, or issuing the net stop/start command have no effect.
