Ora7: Server vs. Workgroup

Help, folks! We've got to buy Oracle7, because a system we're getting is still locked in to Oracle7 - a conversion to Oracle8 is at least a year away. I need to know the specific differences, in as much detail as possible, between Oracle7 Server and Workgroup Server. I've searched Oracle's website, but if this info is still there, I can't find it. The vendor has been non-committal about which version we need, and given the price difference, I don't want to commit us to the expense of the Server version unless it's really necessary (there will eventually be up to 250 concurrent users of the system). Given the pricing structure, I'm wondering if some potential performance problems couldn't be addressed by multiple Workgroup Servers less expensively than the (Enterprise) Server.

Any help or advice appreciated...
