If the system has enough resources, but better avoid running multiple instances or one instance is really doing nothing at most times.

OEM monitors databases. It is capable of shutting databases. You will have a problem if you have one database and use OEM to shut it. Create a small database with OEM only or (if you need it) OEM and Oracle Names
