DBSHUT errors on HP-UX: dbshut[56]: /tmp/sh1603.13 cannot open

I need help, fast.

We are running Oracle 7.3.3 on HP-UX 10. Oracle appeared to hang as all users in all instances were not getting responses to inquiries. Being novices at supporting Oracle, we ended up shutting down Unix and restarting it. However, we get the above message. I looked at the dbshut shell script and can't figure out what could be going wrong. (dbshut is executed as
"su - oracle -c dbshut")

Checked the file permissions on tmp:
drwxrwxr-x root sys .
drwxr-xr-x root root ..

Tried to use vi to create a file in /tmp logged on as oracle and got an
"access denied" error message. I'm thinking there is some kind of security
problem here.

I would be VERY grateful for any help anyone could offer.
