NMS-0004 MIB error

When running lsnrctl dbsnmp_start, Boise State University is getting the NMS-0004 error: Unable to register MIB or MIB row. snmp error.

And the support teams of Oracle and IBM have been no help so far.....

Configuration: Oracle 7.3.3, AIX 4.2

We have 2 machines configured the same - one works one does not.
