Using DBMS_SQL from Forms 4.5

Question: Can you use DBMS_SQL package in Forms 4.5. If it is not possible can you suggest me an alternate method.

Requirement:
My client is Forms 4.5 on Win 95 and server is Oracle 8.0 on Unix. I want to execute a dynamic query, retrieve data and write it onto a text file in the C: drive. The query's fields are determined only at run time and the where condition can also vary. The where condition can contain 'IN' conditions eg: State in ('Arkansas','Wisconsin').
