The performance utility always searches by default for an ORCL database. If this database does not exist, or is not up-and-running you'll get this error.
Easiest way to get rid of this is to deinstall the performance tool.

If you want to keep it, you'll have to edit the connection the performance tool makes:

HKLM / System / CurrentControlSer / Services / Oracle7 / Performance

There change the connection string to your database.
