<create table as select.....> normally creates a table as the result of a query populated with data returned by the select. The "0=1" makes a false condition, so the table is created with the same structure, but empty (no data), because such a select would have no rows retrieved. Note however that indexes from the old table(s) being selected from do not come over into the new table, though.
