Are you operating your name servers in DDO mode? The manuals show how to force a load of a name (do this through the namesctl facility). I don't have my manual with me so I can't give you specifics. When I had problems with my name server, I had to make sure that certain words in the sqlnet config files were capatalized correctly .... (and other unexpected weird issues) that were generated by oracle tools. For example, you have to tell you listener to anounce to the name server all of the services that it provides (plug and play mode).
