ORA-06550 on Oracle Web Server?

I've been seeing the following error occur randomly on our Oracle Web Server 2.1.1.0.0 using Oracle 7.3.3.0.0 on the OWS system, and 7.3.3.5.0 on the remote database where the PL/SQL is being executed.

OWS-05105: Agent : authorization failed due to Oracle error 6550
ORA-06550: line 1, column 143:
PLS-00201: identifier 'AUTHORIZE' must be declared
ORA-06550: line 1, column 139:

PL/SQL: Statement ignored

No one seems to know what 'AUTHORIZE' is, and once this error starts to occur, it seems to happen no matter which procedure we call. By stopping and starting the Oracle Web Server, the problem goes away. Does anyone have a clue as to what would be causing this? Any ideas would be greatly appreciated.

Operating system is Solaris 2.6 on the 7.3.3.0.0 system, and Solaris 2.5.1 on the 7.3.3.5.0 system.
